Did Pritzker flip flop on local control of where Illinois wind and solar projects go?

A measure on the Illinois governor's desk would take away local counties' ability to block certain renewable energy projects. Pritzker signaled this week he'd sign the bill. Before the election, he told farmers he wouldn't go after local control.
