Sepulveda and Bennett are Hipler's Minions

"Judge" Hipler who chastized Janice McGeachin for not releasing public records, makes an administrative order telling the public that they cannot record video inside or outside of the courthouse. Sepulveda ignores his oath to the Constitution and threatens to sieze Bowermaster's video camera if he doesn't stop recording outside.
