"Good Time" for Robert Jones

Innocent paperwork error? Miscommunication? Trickery? Collusion? Political Warfare? Here's some of what happened. Here's what the code says. What do you think? Would Robert have got good time if Susan hadn't shown up and pointed out the code and the Supreme Court opinion and asked why Robert wasn't getting good time? The order from Susan Clark was unusual. Why did she do it? And why didn't they know it was beyond her authority and she couldn't stop them from giving him good time? Was it pretend? Did they hope we wouldn't discover it? I'm glad they ended up giving him good time so he gets out 2/8 instead of 3/10.
