Free from domination - freedom of movement is found in Superior Statute

Is limiting freedom of peoples movement is illegal and unlawful under the notion of 15 or 20 minute city zones?
The Bill of Rights 1688, let alone the Human rights Act, along with the Union with England Act 1707, enshrine the rights of the people both in the Common Law countries and the Common Wealth.
