London System | Another Pawn Pusher

Even though you may think of pawn pushing as a beginner tactic, I feel like it can be really hard to figure out what to do against it. I've faced this a few times recently and it's still tough for me. One thing I try to do is stay calm and look for weaknesses. I guess where I struggle is how to decide whether to develop my pieces or whether to counter his pawns with my own pawns. Let me know in the comments if you have some tips on how to decide!
