SC - Corrupt Space Cops Help Criminal Escape - Bug or Feature?

Bounty Hunting in a nut shell. Spent 1 1/2 hours flying around chasing bounties before they log out. Finally find this guy, and actually get the chance to engage him. And the NPC he was fighting decide to pull me over... It wasn't quick either. I was "pulled over" for around 4 minutes. Giving my bounty ample time to limp away and log out. Thanks Chris. A plus CR.
