Due to the fact that it was revealed in the early stages of the Prophet Muhammad's mission in Mecca, this surah is regarded as one of the Meccan surahs. The Oneness of God and the value of consensus-building and mutual understanding in the Muslim community are the central themes of Surah Ash-Shura.

The Quran attacks the Meccans' polytheistic views in the early half of the surah while emphasizing the unity of God.
