In order to avoid the potential risk of harm to civilians in other countries, Ukraine refrained from shooting down the missiles, according to a Ukrainian air force spokesperson quoted in Ukrainska Pravda online newspaper: “We had the opportunity to shoot down the missiles, but we decided not to do it, as it could have endangered the lives of people in foreign countries.”
