One can rule from the Light and be concealed, if the light is too powerful and it blinds the others. Or if their image becomes too accustomed to viewers as a benefactor that no one would ever believe they'd do bad deals. Remember that this tactic is used by maleficient characters in a sick society, being promoted only for their good deeds and charities through mass media, so no one would come close to believing anything bad that would be discovered about them. Conspiracy, right? :) Narcissists always use words to defend themselves, their own action is repression / banning / killing / silencing / manipulation - technically suppression of any truth.
