DARPA and Harvard scientist Robert Duncan, who spoke about transhumanism and Project Blue Beam, has resurfaced to explain how the U.S. military is able to simulate UFOs by "electrically exciting the atmosphere," in the manner of a laser, so that they reflect on radar and fool the eye by looking like objects.
