The train derails and they get the approval immediately to burn the chemicals to avoid having to remove the soil for decontamination. They immediately put new railroad ties in and had a train running the next day.

Keep in mind there has been talk about a railroad strike. Pete Buttigieg and Joe Biden knew that we had to do something with our railroads.
