Why Do People Live On Skid Row?

LA county is spending half a billion dollars yearly to fight homelessness but many people living on Skid Row willingly choose to stay there. Why do some of them not take an opportunity to leave? How can the homeless problem really be solved? I talked to C-Note who lives on Skid Row and Mark Laita who interviewed thousands of homeless and drug addicts on his Soft White Underbelly channel to hear their thoughts about it.
