Are the US military planning another explosion in the US farmlands?

The owners of a California ranch are concerned that 100 wagons full of unknown substances have been brought into the heart of farmland and to the beginning of the San Francisco Aqueduct without the landowners' consent. No one knows what is in these wagons or why they are here.
