Star Trek Picard—Is Season 3 a Holodeck Program?

It was mentioned in a comment on our S03E01 review, that there was an interesting image behind the credits at the end of the episode. This led to a conversation and speculation that what we are seeing is actually a Holodeck program—like we saw in the Enterprise finale. This idea was given credence when we factored in the upcoming appearance of Moriarty.
