Low Light Shooting: Constant Light vs. Strobing Light

Here's what it looks like when you use a constant light vs. a strobing light for your handheld light when shooting in low light situations. In this video, our shooter traverses between 3 targets -- first from right to left and then from left to right. He is using a momentary constant light on some targets and a momentary strobing light on other target for each string. How would the difference between the two lights affect your shooting? How do you think the adversary would react to the two different lights?
