Death Penalty: Expanding and Streamlining

From January 2023: Why on Earth does it take 15 years, 20 years, or more in order to fulfill the Death Penalty on a guilty criminal? Our nation's past gives us some great insight on how to more effectively implement the Death Penalty. Also, are there some areas in which use of the Death Penalty might be beneficial that we aren't thinking of using it in today?
