VA PD denied THEFT Report

So I went to report my phone stolen and they refused to take the report not only did they deny me this right as a free American but they tried to set me up again...Are they not supposed to take all reports from citizens regardless of how they FEEL about it? let them know how you feel about this injustice but please be polite and courteous and remember....NO THREATS....however...there is absolutely nothing wrong with calling a spade a spade!
