How were so many accounts able to freely utilize Twitter to spread child porn?

Was there an effort to promote known Pedo hashtags & symbols? Yes.

Who at Twitter specifically was responsible for seeking and removing these kinds of things? Why weren’t they removed? Who told that person to ignore it or boost it?
