The Bible encourages believers to eagerly desire the gifts, but also warns that they are given according to Holy Spirit's purpose. So when do we see Holy Spirit bestowing His gifts in the Bible? Primarily when the gospel is being presented, but also as a means to build up and edify the church who are the messengers of this good news. We can eagerly desire and be available for Holy Spirit to use, but we shouldn't place any expectations on Him.
