The Cop's Are Coming For David's Shopping Cart

The cops are starting to harass the homeless more in certain areas. They want to take their carts away and then tell them to get off the streets. These are old beat up carts, the grocery stores don't want them back. Did the grocery store file a complaint about David's cart? How does the cop know he didn't purchase it? They sell some of the old carts. Just another case of tyrannical cops stomping their boots on the slaves.
