Jovan Hutton Pulitzer gives Kari Lake update 3-17-23

Maricopa's gonna get caught misrepresenting the facts to the court, Pulitzer says.

MCBOS the Maricopa Board of Supervisors is telling the court that Kari Lake is trying to enter new evidence for the Supreme Court appeal, but also that Judge Thompson already dismissed it. Apparently this isn't a contradiction. The "new" evidence refers to the 35k excess ballots scanned out from Runbeck that were never counted in (253k in, 298k out). It's a Chain of Custody issue because these were "late earlies"/ Nov. 8 dropbox ballots and there's no Early Vote Ballot Transfer Statement "EVBTS" for them being delivered to MCTEC, and there are no docs and no count for the next step either: shipping them out of MCTEC, to Runbeck to scan the envelope signatures and sort. Confusingly, they call the doc for this count the "Maricopa Cy. Delivery Receipt", but the ballots counted are being *sent from* Maricopa. On their arrival at Runbeck, Runbeck counted 253k by multiplying the number of trays by tray capacity, and SENT 298k BACK.

Pulitzer notes that there was no Election Day Chain of Custody in 2020 either. I've followed this closely and his findings here are mainly on the Election Day Ballots i.e. the unfolded type of ballot that's cast In-Person at the "Vote Center" on Election Day, not the late earlies that are left in the dropboxes outside the vote centers on Election Day.

For the 2020 EDB's, Pulitzer found there's no digital image of them being scanned in before adjudication, only images of them being scanned out afterward; and the single-vote CVR's (Dominion "auditmarks") were altered to remove the timestamps. For late-earlies, Jovan observed most Nov 3 ballots weren't counted on delivery to MCTEC, which would be on the bottom of the EVBTS, and that that part of the document ("the Transport Receipt") wasn't filled in at all.

Verity Vote tracked CoC of all 2020 drop box ballots (late earlies and* during early voting) and they counted 740k with incomplete EVBTS forms out of 923k, which is 80%. These included ballots missing counts and other info. Pulitzer asserts that among the 740k, more-or-less all of the late earlies had nothing filled in on delivery to MCTECT/the entire Transport Receipt at the bottom of EVBTS is blank.

It's taken me a long time to put this info together, in part because Pulitzer is vague on some details. EDB's don't go to Runbeck since there are no signatures to scan, so there are no delivery receipts, and anyway, they were already tabulated (at the center before transport) so there are no EVBTS for them, and no tallying or scanning is done at MCTEC (central tabulation for Earlies only). But again, drop box ballots picked up on Election Day are NOT Election Day Ballots.
