Neuralink vs Government Chips

With all the centralization and cyberization we are seeing today one has to ask what is the difference between government chips and cyberization like Neuralink. What difference, if any, does it make? How would being a cyborg effect your freedom? Why would Neuralink be any better than a government chip. Will they mandate chips?
