Unknown Object Spotted and Filmed in Nevada

To me, this is likely some mylar type covering floating in the wind, however I'm sure there will be plenty of people who disagree with me.

Eyewitness Statement:

I was at work on my computer, then all to the sudden a little flash of light catches my vision. When I look up there were small little white object floating down from the sky, but one object was very just hovering around the clouds and a little gray circle hooping from one cloud to another.
