HB2103 - Specifies the requirements for requesting an absentee ballot

Voters can vote by absentee ballot if the voter expects to be outside the state at the time of the election, physically unable to go to the polls due to hospitalization or in a nursing home, visual impairment or the voter is a UOCAVA voter or their family member.
