Nintendo Will Allow Wii U and 3DS Users to Redeem any Last Moment Keys on the eShop Through April 3

Nintendo accidentally disabled the feature to allow users to redeem keys to download content like games or DLC. Nintendo has since re-enabled that ability. This will only possible until 9:30pm PT April 3 or 12:30am ET on April 4.
