1099c Paper form to close out court cases

I will be using this paper 1099c version of this its form along with the 1096 to cancel out and discharge all of the court dockets ordering payment to my rapist, unlawfully and illegally ordered by a support magistrate in New York State despite Blessing v. Freestone
and the fact that the court lacked jurisdiction to make the order to begin with, as there was never any consent!
