Btw, the controls don't always respond the way I need them to when playing these older Touhou fighters and older shooters and even older fan games so sometimes I end up doing things I didn't want to do or take hits when I shouldn't have.

I'm guessing it's because most of these older games came out during the windows xp days and controller drivers have changed a lot since then while newer games don't have these input problems that happen.
