Is this a Twitter video of Russian Soldiers helping in Syria after the earthquake in Turkey?

I believe this is footage of Russian soldiers cleaning up and distributing humanitarian assistance in Idlib, Syria after the February 27th, 2023 earthquake in Turkey.

Note: on further review this may not have happened in Idlib. I am still trying to determine the exact location.
