You cannot be punished for the exercise of your constitutionally protected right

In this video I go over case law that states that you cannot be punished for the exercise of your constitutionally protected rights. Regardless of any regulation permit license or anything else that may restrict your constitutionally protected rate you cannot be punished for exercising that constitutional right.
