הצעת החוק שנדונה במדינה מתייחסת למי שמבצע תקיפה מינית בילדים מתחת לגיל 12.
הצעת החוק קובעת שפשע זה מפר את כל אמות המידה של הגינות המקובלות בחברה מתורבתת.
