What is the General Welfare Clause? What does it mean? It has caused havoc. Our government has been using this clause as James Madison feared. It has expanded the government beyond proper power. The states were formed first and were to be sovereign entities with the government answering to them. As the states, we gave only certain powers to the federal government.
