Minnesota's "Bias Registry"

Minnesota House File 181 would create a database of alleged bias incidents even if they are not a crime. It would allow residents to report potential bias-related incidents including "slurs or verbal attacks" that are outside of the hate crime statistics gathered by the state Bureau of Criminal Apprehension
