Springer was born in London during World War II to Jewish parents who fled Nazi Germany. He came to New York with his family as a child and later graduated from Tulane University and Northwestern University School of Law. He began his career as a political campaign adviser and then ran for office himself. He was elected to Cincinnati’s city council in 1971 and served as mayor from 1977 to 1978. He also worked as a news anchor and commentator for WLWT-TV.
