Upon closer examination (0:38), the "ordinary Kherson fisherman" had two marked weapon tubes in the boat, presumably from "Shmel-M".

The day before, the Gauleiter of the Kherson region, Saldo, reported that he had seized 30 civilian boats from civilians for military purposes.

That's what they need civilian boats for. Bastards.
