NASA Is Making Fake Clouds!

NASA is making artificial clouds.With a thundering roar that comes out from a gigantic building looking machine. More evidence that they manipulate the weather.
My questions are why they are doing this and is it for the good or meant for something sinister. We know that NASA track record is not great a all.
