The Conflict In Sudan Is Caused By Two Rules?

In Feb, Sudan agreed to construct a Russian naval base back in 2019, despite U.S. diplomats' warning of potential "consequences."
Other countries including the US and Japan already have bases in Sudan, but apparently it’s a problem if Russia has one too!
