Is Davos planning a financial end-around to stop Jerome Powell? (STS)

As the battle over the Debt Ceiling in the United States heats up, one area of the United States government is really lobbying for a massive increase to their budget. Knowing that one of the purposes of the COVID bailouts was to stop Jerome Powell’s campaign against the Davos financial agenda, is it possible this extreme lobbying effort from the United States military for a doubled budget to astronomical levels is a Davos-inspired move to again put a halt to Powell’s anti-Davos financial agenda?
