16-year-old accused of inciting group violence stays at youth center

A judge denied a motion to transfer a 16-year-old to the adult Hamilton County Justice Center despite inciting group violence at the youth center. The deputy director of the youth center said the violence could have 'easily' turned into a hostage situation.
