Memorable NPCs: Jarl Balgruuf

Whiterun is arguably the most vibrant city in Skyrim. It also serves as the capital of the single largest Hold, in the land.

This city is home to many interesting characters. But for me, none are more memorable than the ruler of the Hold, himself.
