Will SEC shut down the Dark Pools to stop the banks from shorting other banks and ruining economy?

The SEC has the authority to shut down the Dark Pools which in my opinion would stop 90% of the fraud and corruption in our Stock Market The banks are putting so much pressure on SEC and Congress that I see dark pool Suspension as a possibility
