Why Did the FBI Post a Photo of an Innocent Guy Instead of the Texas Shooter?

The FBI not only posted the picture of some innocent guy instead of the real suspect's mug shot, they took credit for the arrest made by Border Patrol. Perhaps the FBI is so far gone they believe their own lies.
