Walmart leaving major cities... BUT WHY?!

Walmart (among others) are leaving major cities due to massive theft. There are a few other reasons, but nothing is the bigger cause than these cities ridiculous catch and release policies. The failure of these cities rest on the people voted in. So... let's talk about it.
