What is the $5.3 million Pokémon Card?

Logan Paul purchased a $5.275 million Pikachu Illustrator card from a Dubai collector. The collector bought the card for $60,000 before flipping it for almost $5.3 million.
The card was given out to 39 winners of the 1997 and 1998 Pokemon illustration contests. Only 23 of these were certified as Professional Sports Authenticator grade. Eight of these were grade 9. Only 1 was grade 10.
Logan Paul wears his Pikachu Illustrator card on a chain around his neck in a $80,000 custom diamond pendant. He announced he would list the card on “Liquid Marketplace,” a website he cofounded that allows for part ownership of collectibles. He will retain 49% ownership of the card. To me, this sounds like a legal battle waiting to happen.
Currently, there are over 57,000 token for sale at a current price of $0.018.
I’m not sure if I’m legally allowed to call this a scam? I can say that this is not something I would invest in.
