WHO Ivermectin Contradictions: "There's Something Really Odd Going On Here"

The WHO's Covid-19 guideline document states that the evidence for Ivermectin is of very low certainty and that it should not be recommended outside of a clinical trial. But the data doesn't match the message.

The data showed an 81% reduction in deaths and no evidence of serious adverse events. So why does the text read, "Ivermectin may increase the risk of serious adverse events"?
