Is Being A Surrogate Mother The Highest Form of Prostitution?

There are definitely mixed feeling about this subject. Especially since not everyone can afford to hire a surrogate to carry their unborn child to term. It seems like a rich practice. However, I can see why women can cash in on this and it may be construed as a form of prostitution.
