Today, most of the people steering popular conversation in pop media call them “regulators” and “agency heads,” “officials” and “envoys,” “facilitators,” and even “Czars.” And one of the most inescapable, impossible-to-ignore thugs on today’s list is “Climate Czar” -- aka “U.S. Special Envoy for THE Climate” -- John Kerry.
