I need ford techs

Need some extra brain power
2000 ford e450 7.3 4r100
no codes other than air bag codes
has drivability issue will not sift properly
will not go past 40 kmph

came to me with o start issue and bad fuel cleaned tank
new pump new IDM new PCM new Injectors new Wire harnesses
runs with no issues no stalling no hesitation

have tested ever inch of the wiring every sensor
even pulled the transmission and did a full inspection
