Prison Architect #15 - Strike

We're bleeding money after going far over budget, but a little creative accounting has kept us afloat, for now. We need to make the final preparations and get our first prisoners in before we go completely bankrupt. However, there is a great darkness looming over the fledgling prison, and the prisoners we bring in may not be the most dangerous thing lurking within these walls.
