RED Car- RED Light- Sheriff Waiting? Blows Red Light

Nice car, bad driving. LOL- Blows red light with COP sitting there with their lights on. Sees the COP and makes a quick right turn.
Although you can turn right on a red in CA, do you know what law(s) he broke?
