The ATF's rule that turned 80% receivers into firearms in the eyes of the law was vacated by a Federal Judge. The rule that required treating these incomplete firearms as firearms was deemed to exceed the ATF's statutory authority, as the Judge ruled that Congress could have included such regulations if that was what they intended to do.
